Well, it really depends on what kind of low GPA you are going for. Like if we talk about top targeted universities, in general, it falls around the 3.0 GPA requirement. I would take 2.75 as a low GPA cause lets face it, a 2.5 is just not quite enough.

To give you the best of the best option in the USA, I would suggest the University of Chicago. Now, of course, it is a popular choice. And based on your master's selection the GPA requirement automatically goes up because it is a STEM-designated program.
