Yes, ofcourse you can pursue your Masters in Germany. Your undergrad degree being from IGNOU won’t make a difference here.
The only requirement that universities abroad mention is that they require candidate’s bachelors degree to be from a recognized university. And IGNOU is definitely a recognized and reputed university.
