While applying for universities abroad, the admission committee often sees your overall performance in both academics and extracurricular activities. So getting backlogs sometimes creates a bad impression on the admission process.

The minimum and maximum number of backlogs that foreign colleges allow may vary depending on where you plan to enrol. The definitive statement would be that backlogs are generally accepted in all nations. However, there are tolerant and rigid geographic areas worldwide and may or may not allow significant backlogs. The stricter regions place a great value on the academic records of international students and take into account their overall percentage when sternly refusing to accept more than a small number of backlogs.

So to get your admission guaranteed, I recommend you clear your backlogs first and then move further with your admission procedure to reduce the chances of getting your application form rejected and wasting one attempt.
