You mentioned that students having 11 to 15 backlogs might have a chance in UK. But I want to pursue an MBA with some work experience can I get into top universities in Netherlands or Ireland?

No, even with work experience, you can’t pursue or apply for MBA abroad because the number of your backlogs is way too high, I would suggest that you can clear them all because no university on this planet accepts students with more than 5 backlogs and for MBA you require a minimum of 3 years of experience, and I don’t know how much work experience you have.
