US MBA schools for international students without GMAT & IELTS:

University of Phoenix

Sawyer Business School, Suffolk University

UCLA Anderson School of Management

New York University Stern Business School-One of the strongest

MBA's without GMAT & IELTS:

Alfred Lerner College of Business and Economics, University of Delaware

Florida International University, College of Business

Hult International Business School

Pace University, Lubin School of Business

Southern California University, Marshall Business School

Northwestern University, Kellogg School of Management

The prerequisites for an MBA without the GMAT are;

a four-year degree from a reputable university
