In India, public-sector banks generally have the lowest interest rates for studying abroad. State Bank of India is a good example with very competitive rates under its "Global Ed-Vantage" scheme that is specifically for studying abroad. The interest rate starts at around 10% or less for secured loans. Other public banks also offer low interest rates; for example, Bank of Baroda and Punjab National Bank have cheap rates with discounts for female students and some interest rate concessions if you opt for a secured loan.
The interest rates at HDFC Bank and ICICI Bank may be a bit steeper, but they are rather easy loan to go for. Non-banking financial companies, such as HDFC Credila, will lend you without security but charge you a bit higher, which usually lies in the 11-13% bracket. You'll also be wise to compare rates, fees, and repayment options to get you the best loan.
