For artificial intelligence (AI) and data science specifically, I would only suggest either USA or the UK based universities. It’s not because other countries lack good universities. The reason is that AI and data science are very location-dependent areas. Even if they have been evolving at a large growth rate, they are still blending with major industries like CS, IT and engineering.
Getting a degree from a country that has excellent AI and data science courses is not enough. Assuming you are to stay back and work in the same country, having terrible career opportunities after graduation is a waste of money. This is why the USA and the UK are the best ones. There are a few other good names as well like UC Berkeley and MIT. But they are majorly for CS and data science. If you are aiming specifically for AI and data scone, these are the names for you.

Imperial College London is the #2 university in UK for technical courses. They have AI and data science programs that are ranked very high in global ranking. If you are going for UK-based universities, I would suggest going for Imperial College London first. If somehow you don't get into Imperial or simply you don’t prefer, University of Edinburgh and Lanchester are your second option. Both of these institutes have excellent AI and data science programs that are quite affordable.
Both the USA and UK have booming technology sectors and big economies. After graduation, you are most likely to get a high-end job or if you prefer you can go for further education in entrepreneurship. All options are highly supported in three countries by the university and the government. With a good education, you also need good opportunities, otherwise, what's the point?
