Both of these subjects fall under the same industry category. So a university that is good for either program is sure to be good for the other as well.

1. Technical University of Munich (TMU)
2. Dresden University of Technology
3. University of Stuttgart
4. Karlsruhe Institute of Technology (KIT)
To start, TMU is basically the best option for civil engineering masters. It is the best university in Germany for the subject overall. So this is your first option. TU Dresden is basically recommended for construction management or combined civil engineering with construction/structural engineering. Compared to TMU, the programs at TU Dresden are more computational.
The University of Stuttgart is more like a safer option. I say this because the university is really good for both civil engineering and construction management. Plus including all universities in Germany, this one has most courses under these subjects. You will have practice, law, tech, and more options in civil engineering/construction management at the University of Stuttgart. KIT is more of a second choice.
