Currently, Canada is the top destination for studying abroad. It's good that you are looking for your options there. I know a few universities in  Canada that have journalism masters at affordable rates. However, not all of them are super good. I assume with affordable; you must also want good universities so that the degree you get after graduation has some value.

For under 10 lakhs of tuition, I have these two universities for you:
Dalhousie University Cambrian College
I don't know if you notice, but Dalhousie University in Canada is one of the very best universities in the country. It is very acknowledged and recognized all over the world. To get a master's program in journalism from there under a budget of 10 lakhs annual tuition is a blessing. Basically, both Dalhousie University and Cambrian College offer Master in Journalism programs for the tuition of 9.5 lakhs yearly. It's quite affordable, I would say.
However, if you can manage a  little more, you can have many other good options as well. Plus, I'm not telling you to double your budget. For example, take a look at these two universities:
Concordia University Ryerson University 
Concordia and Ryerson University are top-rated Canadian universities. Ryerson University is a very popular choice among international students. The university is considered among the top institutes worldwide. Where Concordia University requires around 13 lakhs tuition per year, Ryerson's Master in Journalism costs about 14 lakhs annually.
