Numerous scholarships are given to international students by the French Ministry of Foreign Affairs. The Ministry directly funds 25% of these scholarships through the Major or Eiffel programmes (for Master's or Doctoral level study) (for the best international students who have graduated from French high schools abroad). France's embassies abroad offer the remaining items.


Some international students are also given scholarships by the French Ministry of Higher Education and Research, depending on social factors. For example, students who have lived in France for at least two years and pay French taxes are eligible. Additionally, the Ministry provides funding for doctorate contracts overseen by doctoral schools.


Public organisations like the CNRS (National Center for Scientific Research), which covers all fields of research, the IRD (Institute for Research and Development), the ADEME (Environmental and Energy Control Agency), and the IFREMER are divided between institutions of higher education and the general public when it comes to public research in France (French Research Institute for Exploitation of the Sea). These public organisations fund PhD and post-doctoral students' research expenses in collaboration with the regions.


Lastly, a few higher education institutions have programmes for awarding scholarships to enrolled overseas students.

International students enrolling in programmes in French regions and towns receive scholarships. Additionally, they give out post-doctoral and doctoral fellowships, which universities and research centres handle. Under exchange agreements with foreign institutions, regional scholarships may also be given to international students.
