A B Tech ECE student can pursue an MS in CS. However, you must equip yourself with the level of knowledge that a CS student possesses in their field of study, such as Data Structures, Algorithms, Languages, and so on. Highly ranked universities will undoubtedly regard ECE students as less capable of pursuing MS CS, and due to the high competition, you may not be able to gain admission. Some universities may require students to take some prerequisite courses. It is possible to change your major, but you must clearly state in your SOP why you chose CS and how you prepared to major in a field other than your undergraduate major. Nonetheless, students with a background in computer science will be given preference in the admissions process. If admitted, you will be required to take additional courses to compensate for the department shift, and you must be prepared to compete with others who have strong CS fundamentals. If you are an ECE student and want to pursue a career in software, I recommend that you pursue an MS in Computer Engineering, which is offered at most universities through the Electrical and Computer Engineering Department.
