 If you want to do an MS in Aeronautical/Aerospace Engineering but need to do a lot of research, I have some countries where you can get holistic knowledge and do research. So here are my top three countries, which are not ranked:

Russia: If you are a graduate student with limited English skills and financial constraints, Russia is the best country for you. There are many public colleges that offer MS degrees in aerospace, and the best part is that they do not require the GRE, TOEFL, or IELTS, which costs around $350. Another thought When you apply to the United States, you will be charged $50 to send your score to your university. However, in Russia, you apply directly to the university and send them your transcript; after that, they will notify you if you are eligible for academic admission; after that, they will conduct a test, and you will be admitted. The tuition fees are also very low. 
Germany: Germany is a great place to study and conduct research. In comparison to other European Union countries, there are many good colleges for Ms in Aeronautical Engineering. However, some colleges will not provide you with an MS in core Aeronautical/Aerospace, but you may be able to master in Design or Analysis. The most important thing is that if you have good academic and work experience, you can easily get a college as well as a visa. There are very low tuition fees, and you can also get a scholarship. However, you may have language issues, so after applying, you should learn German A and B labels, but this is not a difficult task because the majority of your classes will be in English, and if any subjects are in German, they will provide you with extra classes.
US: As you are aware, the United States is the best in every field. There are prestigious colleges for study and research, but admission is extremely competitive. If you intend to study in the United States, you should have strong academic credentials, work experience, and a good GRE and TOEFL score. However, if you are chosen, you will gain invaluable study experience.
