There are a lot of Public Universities in the US, however, they charge differently for resident and non-resident students, 

Here is a list of TOP  PUBLIC UNIVERSITIES IN the USA -

1. University of California, Los Angeles - $33,238 annually for non-California residents.

2. The University of Florida - somewhere around $ 28,174.20 annually 

3. Michigan State University $40,662 annually 

4. The University of Virginia - $27,394 approx annually

5. The University of Texas - $ 54,448 annually.
