If you have a strong desire to immigrate, you should choose a two-year programme in order to obtain a three-year postgraduate with a work permit. In this manner, you will be able to obtain one or two years of work experience before applying for EE under CEC. However, if you see a one-year programme with co-op or practicum, grab it with both hands. You can always enrol in another one-year programme before finishing the first.
