Consider enrolling in tuition-free colleges, having modest tuition rates, or waiving tuition if you are not eligible for fully-funded university scholarships. Various free/low tuition plans and tuition waivers are available for international students in nations including Norway, Austria, Germany, Finland, and Sweden.

Tuition-Free Universities in Norway
Most students, including those from abroad, do not pay tuition at Norwegian state universities or university institutions. This is true for all academic levels, including undergraduate, Master's, and doctoral programmes. However, students must pay a semester fee of NOK 300–600.

Cost of Attending School in Norway: You should know that Norway has greater living costs than many other nations. The annual cost of living would be between NOK 90,000 and NOK 100,000.

Tuition-Free Universities in Austria
Federal/public institutions in Austria only charge non-EU/EEA students around 726.72 Euros each semester for tuition plus 20.20 Euros per semester for the "H-Beitrag" (student union membership cost) and the student accident insurance fee.

In exceptional circumstances, tuition fees may be excluded from payment or refunded in full or part (e.g. for holders of certain scholarships, participants in exchange programmes and university partnerships, and students from certain countries). More details are accessible on the university's official website.

The cost of living for students in Austria is roughly 800 euros per month, which includes housing, food, and other personal expenses.

Tuition-Free Universities in Germany
International students and domestic students will not be charged tuition for bachelor's and subsequent Master's degree programmes at any German universities beginning in October 2014, except Baden-Württemberg*.

For Bachelor's, Master's, Diplom, and state examination degree programmes, the federal state of Baden-Württemberg now charges non-EU citizens €1,500 per semester in tuition.

Most Master's programmes in Germany require tuition fees. However, they aren't as outrageous as those abroad, unlike undergraduate programmes.

On the other hand, PhD studies are generally free at German universities. PhD students must pay a semester contribution of roughly 150–200 euros each semester before they are forced to pay tuition after finishing their first six semesters.

German students spend between 500 and 800 euros per month on living expenses, transportation, food, and other miscellaneous costs.

Numerous universities now provide free online degrees and courses. The first of these institutions is the University of the People, a non-profit, accredited, and tuition-free online university whose mission is to increase access to higher education worldwide. In addition to an MBA programme, the University of the People provides online Associate's and Bachelor's Degrees in Business Administration, Health Science, and Computer Science.

Country Expert : Germany

Apart from studying in Tuition-Free Countries for International Students, higher education can be costly, particularly for international students studying abroad. Numerous scholarships and grants are available to help with these costs, but these scholarships are often highly competitive and largely merit-based. Prospective students are encouraged to apply for these scholarships and test their luck. If you cannot obtain fully-funded university scholarships, consider applying to tuition-free schools with low tuition fees or offer tuition fee waivers. Countries such as Austria, Norway, Finland, Germany, and Sweden offer various free/low tuition arrangements and tuition waivers to international students. Here is a list of countries you can target:

Germany
Norway
Finland
Austria
