I have 60 percentage and overall 23 backlogs attempts,I going to write Duolingo exam in next month,am I eligible for US for masters?

I am sorry to break it to you but your profile is a bit on the lower end. While many universities can consider your application with an excellent Duolingo score, you would have to work really hard for it. But your backlogs are a lot in number and no university would accept these many backlogs.
