Yes. To some extent, your UG college ranking matters while applying for masters in US or UK or any other country for that matter. The eligibility requirements basically ask you to have completed your bachelors with a certain minimum percentage from a reputed and recognized university. So as long your university is accredited and recognized, even if it’s a low ranking one, it won’t hamper your chances. 

What really matters and is directly proportionate to your admission chances is your bachelor’s GPA and not really your university’s ranking.

I graduated from a mid-ranked college in India and successfully pursued my master's in the US. In my experience, the ranking of your undergrad college does play a role, but it's not the only factor. U.S. and UK universities often look at your overall profile, including your GPA, projects, internships, and extracurricular activities. 

A strong Statement of Purpose (SOP) and Letters of Recommendation (LORs) can significantly boost your application. Also, standardised test scores like GRE or GMAT can be pivotal. I focused on building a potent profile that showcased my skills and passion for my field, which I believe helped balance out the less prestigious name of my undergrad institution.
