The free study statement is very true for nearly all academic programmes at public colleges in Germany. Though there is one small catch: if you are not from the EU, you must obtain a residence permit before entering the country and completing your studies in Germany. In Germany, public universities are often free to attend. There are around 300 public universities in Germany and over 1,000 study programmes, so you have plenty of possibilities! Among the largest public universities are:

University of Cologne
Ludwig Maximilians University, Munich
Goethe University, Frankfurt
RWTH Aachen University
University of Munster
Ruhr University Bochum
University of Duisburg-Essen
Universitat Hamburg
FAU Erlangen-Nürnberg
Technical University of Munich
University of Wurzburg
