Basically, the minimum score required for admission and scholarships in abroad public universities is flexible. It means there is no specific answer. Different universities ask for different grades and test scores. For example, top schools like MIT, Yale, King’s, LSE etc. have higher requirements from their applicants. Whereas the average universities will settle with average scores.

But I guess you want to know a general idea of it. Hence, a GRE  score of 300 can be put as the minimum score. Basically, a score of 320 is considered good while 340 would be an excellent one. But you can make it work with GRE 300 if the other aspects of your profile are good. Because the university you apply to will not only consider your GRE score. Make sure you have everything else too.

TOFEL are of two kinds. Recently, the internet-based test for TOEFL (TOEFL iBT) is getting more common. Many students are preferring the iBT instead of the classic conducted one. An iBT TOEFL score of 68 is considered enough to start applying to foreign universities. For the paper-based TOEFL, the score should be around 520 at least. (Many countries prefer IELTS instead of TOEFL. You should aim for 6.0 bands in IELTS minimum for the same case)

The exams that are better to get admission to a public university, it has already been answered. A GRE or GMAT is very important to apply for a public university in top countries. Along with it, a language test like IELTS or TOEFL are your biggest concern. Get these two tests done, and you are good to go. Other requirements are only related to your past qualifications.

When you get an admission letter you can apply for the scholarship. Whether you are low on grade or high. Just make sure you have an excellent profile for it.
