Yes, of course, you can go to the USA without an IELTS score. IELTS is just an English proficiency test that determines your ability to read, write and understand English. There are various universities in the USA which accept the score of TOEFL as well for English proficiency. 

There are various other things also that are required for studying in the USA like your academic score, your entrance test score, etc., all depending upon the course that you wish to study in the USA.
