To be honest, 55% is on a bit lower end. It will be quite tough for you to search universities in the USA. However, the major concern is not your CGPA but the subject of your choice itself. It is one thing to have low grades or missing something. But it's completely different if it is paired with a subject course.

In your case, you want USA-based universities for engineering, right? Engineering is an academic course that looks for good grades. And for you, this is bad news. Because in other courses like business, management, arts & design etc., the focus remains on the profile overall. Curricular and non-academic matters way more than you imagine. It goes for engineering as well, but since it's technical coursework, your grades mean more.

I’m not saying that there are no options. Because there is a list of universities in the USA that accepts all kinds of students. While the USA has top universities they also have different tier universities that accept students with a 50% grade score. Few names that come to my mind are Lincoln University, Oakwood University and Savannah State University. Along with these ones, there are other universities in the USA that accept around 2.0 GPA (50% CGPA).

The reason why it seems impossible to get into USA universities with low grades is very simple. Most agencies do not cater to these types of universities due to lack of recognition and stuff. Which in a way is smart. Because if you are going abroad to study, everyone expects it to be top-tier universities. Anyway, let me know if you want some more names like the universities mentioned. Feel free to ask for any help.
