If you are looking specifically for MTech let me clear something for you beforehand. MTech is a degree famous in India. Foreign universities usually do not offer a MTech, instead they use MS in technology (and engineering) to be precise. So what you look in the program will be the same just under a different designated name.

And there are few big names for anyone who is interested in MS courses in tech, or say MTech. If I just list ranked universities, you will see names like Stanford, Oxford, Cambridge and more. No doubt these are wonderful choices, but I suggest specialized schools for a tech or engineering MS. The only exception here is MIT, basically it is like one of the best for any MS or MBA.

Massachusetts Institute of Technology (MIT) - USA
ETH Zurich - Swiss Federal Institute of Technology - Switzerland
Nanyang Technological University - Singapore
National University of Singapore - Singapore
University of California, Berkeley - USA

MIT and UC Berkeley are more suitable if you seek wider career options. What I mean is; these schools have bigger networks. Your degree will be more recognized and you will be applicable to get a job easily in any part of the world. On the other hand, ETH Zurich, NTU and NUS are more specialized. If you want to put more focus on your MS academics, I would suggest these three. NTU from Singapore is probably the most sufficient.

But in case you are planning for a cheaper option, there are quality schools in Tokyo, Japan for the same. But you will be left with much discomfort there. Anyway if you want to learn more about this, let me know. I would love to help out on this.
