Yes, you can apply to the ESSEC MIM program without submitting a GMAT score but you will still need to submit one management aptitude test score, as it is mandatory for all applicants.
ESSEC accepts GMAT, GRE, TAGE MAGE, or CAT (only for Indian applicants). You can choose any one of these tests. So while GMAT is not strictly required, submitting one of the approved test scores is a must for your application to be considered complete.
